In accordance with the relevant provisions of the Environmental Impact Assessment Law of the People's Republic of China (Order of the President of the People's Republic of China (No. 48)) and the Measures for Public Participation in Environmental Impact Assessment (Order No. 4 of the Ministry of Ecology and Environment), the Ruyuan HEC Fluorine Co., Ltd. 500t/year R116 project EIA conducted the first public participation information announcement.
1. Overview of the construction project
Project name: 500t/year R116 project of Ruyuan HEC Fluorine Co., Ltd.
Construction unit: Ruyuan HEC Fluorine Co., Ltd.
Project Address: New Material Industrial Park, Rucheng Town, Ruyuan Yao Autonomous County, Shaoguan City
Construction nature: technical transformation project
Existing project situation: the total investment of the existing project is about 1,096 million yuan, the total area is about 133,800 m2, and the annual output is 20,000 tons of pentafluoroethane (R125), 30,000 tons of difluoromethane (R32) and 10,000 tons of tetrafluoroethane (R134a), with an annual output of 60,000 tons of environmentally friendly refrigerants.
All existing projects have been implemented in accordance with relevant laws and regulations on environmental protection. Environmental protection of existing projects: the construction project was approved by the former Shaoguan Environmental Protection Bureau in 2013 (Shaohuan Han [2013] No. 27), and passed the completion environmental protection acceptance of the former Shaoguan Environmental Protection Bureau in 2015 (Shaohuan Shen [2015] No. 62) ). The reconstruction and expansion project was approved by the Environmental Protection Bureau in 2018 (Shao Huan Shen [2018] No. 41), and the second reconstruction and expansion project was approved by the Environmental Protection Bureau in 2019 (Shao Huan Shen [2019] No. 14), and all of them have passed the self-acceptance of completed environmental protection.
Technical renovation project construction content: this technical renovation project belongs to the R125 plant by-product recycling and comprehensive utilization project. The total land area of the R125 plant area is 2830m2. This project is to carry out technical renovation inside the R125 plant, and no new land will be added. This technical transformation project is to reasonably arrange the related equipment of R116 in the boundary area of the original R125 plant, and convert the waste CFC-115 of the R125 plant (the existing project is discharged to the incinerator for treatment) into R116 with higher value, so as to turn waste into treasure, thereby reducing the processing cost of CFC-115 and bringing considerable economic benefits. The total investment of this technical transformation project is 10 million yuan. After completion, the production capacity of R116 will be 500 tons/year (main product), and the production capacity of by-product hydrochloric acid will be 561.6 tons/year (by-product).
